Isn't that what I said earlier in the thread? Why would we need a world government, except in a time of WORLD crisis. It wouldn't make sense for people who don't want to be ruled by outsiders to have to join a world government when they don't need it. If terrorism becomes a world problem, a world government would be ideal. Also, if global warming gets way out of hand, a world government would be great, too. In the far future, if we ever go to other planets, a world government would work more than independent nations, so we don't have wars on who gets what territory on the moon.

A world government should be developed, no in a time of a world crisis, but now to prepare for a world crisis. The world government would remain idle until the majority of representatives vote that the world government should become active.
